Hi has anybody made a chef hat , I have stryofoam cake dummy I will use for base my problem is making the top part of the cake any suggestions please the dummy is 5 inches across

Search in YouTube for ‘how to make a chef hat from gumpaste’. You’ll see several tutorials which also include how to cover shaped cake. It’ll give you a good idea how to transfer the skills to cover a dummy.

If I was doing it, I’d probably cover the top of the dummy with a disc of fondant. To make pleats, the paper hat tutorials in YouTube would be a great guide but using gumpaste. To hold the pleats open each up and support with tissue or sponge until dry.
