Going to be making a hot tub cake. I would I do the water ?
use a layer of light blue icing, then top with a thin layer of piping gel, which you can also add a little colouring before applying. Smooth the piping gel with your pallette knife to get a ‘glassy’ finish. The piping gel will remain soft.
