How can I get the effect of icing dripping from a cone.

You could use an icicle mould like this http://www.cakeflix.com/shop/product/1731-icicles-first-impressions/ or pipe ‘melting snow’ with either soft royal icing ( royal icing made with a small amount of added glycerine) or with melted white chocolate. Both mediums can be piped directly onto the object being decorated allowed to set and dusted with snow flake lustre dust. Piping gel mixed with a tiny amount of colour can be used similarly.
